JUBA Thursday, November 20, 2008 (IRIN) - For over a year, the South Sudan AIDS Commission (SSAC) has been setting up offices in the ten states that make up Southern Sudan, but a combination of funding delays and a population largely uninformed about HIV is keeping the fight against the pandemic from moving forward.
